Issues Handled by Cities These guys are on the front line of government. Some of the not-so-sexy stuff they keep tabs on: garbage pick-up, business licenses and fees, tree-cutting, potholes on city streets, parking, city-maintained parks, building permits and codes, police and fire. Cities like San Jose and Santa Clara have district council representatives (check with the city clerk to locate your councilmember). In smaller cities with an at-large electoral system, the mayor and city council represent the entire city.
