Issues Handled by the County If you live in an unincorporated part of a city--like the Burbank District in what seems like San Jose--then the county is responsible for delivering basic "city" services like garbage pickup, road maintenance, police (through the sheriff's office) and fire protection. Maps often will indicate if a neighborhood is unincorporated. Services usually handled by the county include health (Valley Medical Center), social services, welfare and jails. Questions about tap water should be directed to the Santa Clara Valley Water District. Questions about property taxes should be directed to the county tax assessor.
