She took more city-paid trips than even the mayor, with such destinations as Dublin, New York and Washington, D.C. Our estimate doesn't include a $2,160 junket to Taipei and Tainan City funded by the Taiwanese government through the Association of Bay Area Government. Nor does it include two trips to Reno and Memphis paid with airport funds. Powers sits on state and national legislative committees, which explains part of her junket habit. She's also on the Police & Fire Retirement Board, which oversees millions in pensions assets. When it was time to go to New York and Dublin to interview international firms to manage $110 million of equities, Powers was there. Powers says her trips, like the one to Dublin, are not leisurely jaunts. "These are working trips. They're very time intensive."
