Cupertino--Nowhere else in the nation does an annual income of $28,900 qualify as "very low." But in Santa Clara County it does, and Cupertino Community Services is taking steps to help its privileged poor find "affordable" housing--that is, one-bedroom units for $700-950 per month rather than the market value of $1,350 and up. To qualify, applicants must have lived in Cupertino for six months and work there. The CCS number is 255-8033.
